Two things.
1.) The buildings did NOT fall at terminal velocity.
2.) And terminal velocity is not when theres no resistance. It's when the effects of rresistance match the effects of acceleration thus leaving an object at its optimum velocity.

can you imagine a building falling at terminal velocity, meaning that there was ZERO resistance, when 47 columns of solid steel were there?
