I usually don't charge until it takes more than 5 minutes, and I can repair a lot in 5 minutes, from rootkits to corrupt hive files. As for scamming people: When someone sets a filthy pile of ass on the counter and you say "What's going on with it?" and they reply "Why don't you do your job and tell me?", putting an IDE cable back in would cost at least $90.
